Vonage Submits Non-Redacted Proposal For VoIP Numbering Trials

In response to an opposition to its motion for confidential treatment of some of the information in its proposal to the FCC, Vonage has submitted a public copy that does not contain any redactions. This copy identifies the specific LATAs in which Vonage will seek to obtain direct access to numbering resources and the number and types of resources to be requested.

New FCC Proceeding Could Reduce Regulatory Fees

The Federal Communications Commission is looking to change the way it calculates the regulatory fees paid by the entities it regulates. This could be good news for IXCs, CLECs, IXC resellers, debit card providers, OSPs, inmate service providers, pay telephone providers, interconnected VoIP providers, and audio bridging service providers. These carriers, which the FCC calls Interstate Telecommunications Service Providers, could be in for a reduction in the fee they pay on their revenues. Under one proposal, the fee would decrease to 0.00359 per revenue dollar. Under the other proposal the fee would remain at the 0.00375 per revenue dollar amount paid last year.

Kansas Prohibits Regulation Of VoIP

A new law in Kansas will prohibit the regulation of VoIP or IP-enabled service. However, VoIP services will continue to be subject to assessment for the Kansas USF and the Kansas 911 fee. The law does not modify the interconnection rights and obligations established under Kansas law or the Kansas Corporation Commission’s authority to carry out its obligations under the federal Communications Act. The law becomes effective July 1, 2013.

FCC Identifies Providers Seeking To Participate In VoIP Numbering Trials

The FCC announced the names of the interconnected VoIP providers that filed proposals to participate in VoIP numbering trials. They are: Vonage Holdings Corp,
SmartEdgeNet, LLC, WilTel Communications, LLC, Intelepeer, Inc. (formally,
VoEx, Inc.), and Millicorp. The trials will allow them to obtain telephone
numbers directly from the number administrators.

The FCC’s Technology Transitions Policy Task Force seeks comment on several potential technology trials. The trials would gather data about ongoing transitions from copper to fiber, from wireline to wireless, and from TDM to IP.

Wyoming Public Service Commission Prohibits Regulation Of VoIP

A new Wyoming law will prohibit the Wyoming Public Service Commission from regulating IP enabled or VoIP service. However, VoIP services will be subject to assessment for: (1) the Wyoming USF; (2) the Wyoming 911 or E911 emergency service taxes; (3) the Wyoming special fee for relay service; and (4) the PUC assessment. The legislation becomes effective July 1, 2013.
