US Congress Passes Robocalling Bill
The Senate has passed the Telephone Robocall Abuse Criminal Enforcement and Deterrence (TRACED) Act (S. 151) by a simple voice vote. It now heads to the president, who is expected to sign it into law. The Act passed the House earlier this month. See the Regulatory Mix dated 12/6/19

Canada Combats Spoofed Calls; Works with FCC and Completes First Official Cross-Border Call Using SHAKEN/STIR
The Canadian Radio-television and Telecommunications Commission (CRTC) announced it has taken further steps to combat caller ID spoofing and determine the origins of nuisance calls. The CRTC expects telecommunications service providers will implement STIR/SHAKEN by September 30, 2020. This is the latest step in the CRTC’s broader efforts to combat nuisance and unsolicited calls. In the past year, the CRTC has encouraged service providers to offer their customers call-filtering services that provide advanced call-management features.

Senate Bill Would Give the FTC Jurisdiction Over Telecom Companies
Senators Dianne Feinstein (D-CA), Amy Klobuchar (D-MN) and Richard Blumenthal (D-CT) introduced the Protection from Robocalling Act to combat the dramatic increase in illegal robocalls. The bill amends the Federal Trade Commission (FTC) Act by removing in its entirety (i.e., not merely for purposes of regulating robocalling activity) the provision that exempts common carriers regulated by the FCC from the FTC’s jurisdiction.

House Committee Questions Google on Precise Location Information Database
House Energy and Commerce Chairman Frank Pallone, Jr. (D-NJ), full-Committee Ranking Member Greg Walden (R-OR), Consumer Protection and Commerce Subcommittee Chair Jan Schakowsky (D-IL) and Consumer Protection and Commerce Subcommittee Ranking Member Cathy McMorris Rodgers (R-WA) sent a letter to Google CEO Sundar Pichai expressing their concern about reports of a massive database of precise location information on hundreds of millions of consumers, known inside Google as “Sensorvault,” and requesting a briefing and answers on how this information is used both inside and outside the company.
