Today's Regulatory Mix:  FCC Designates 988 As 3-Digit Number for National Suicide Prevention Hotline, FCC Revises Broadband Mapping Requirements, FCC Adopts Robocall Safe Harbors, FCC Implements Secured Network Act, FCC Finalizes Wireless 911 Location Accuracy Rules

 

 

DyLQMV-VAAA-vMKFCC Designates 988 As 3-Digit Number for National Suicide Prevention Hotline

At its Open Meeting, the FCC voted to establish 988 as the new, nationwide, 3-digit phone number for Americans in crisis to connect with suicide prevention and mental health crisis counselors. The rules require all phone service providers to direct all 988 calls to the existing National Suicide Prevention Lifeline by July 16, 2022.  This includes all telecommunications carriers as well as all interconnected and one-way VoIP service providers. Under the new rules, calls to 988 will be directed to 1-800-273-TALK, which will remain operational during the 988 transition and after it is completed.

Energy and Commerce Committee Chairman Frank Pallone, Jr. (D-NJ) and Communications and Technology Subcommittee Chairman Mike Doyle (D-PA) announced that the Communications and Technology Subcommittee will hold a markup on Thursday, November 14, at 11:30 am, to consider over half a dozen pieces of legislation related to broadband mapping, spectrum sharing, promoting 5G networks and network security.  They will also consider a bill to reauthorize a media law to provide greater transparency and rights to consumers, including subscribers of Internet service providers and fixed and mobile telephone providers.

Dome and flag US CapUS House Bills on Accuracy of Broadband Mapping

Representatives Bob Latta (R-Bowling Green) and Dave Loebsack (IA-02) introduced bipartisan legislation that would improve the accuracy of the Federal Communications Commission’s (FCC) broadband availability maps.  The “Broadband Deployment Accuracy and Technological Availability (DATA) Act (HR 4229)’’ will improve the accuracy of FCC broadband data maps by changing the way broadband data is collected.

FCC Commissioner Jessica Rosenworcel announced the release of a new episode of her podcast, Broadband Conversations.  The newest episode features NASA Astronaut Kate Rubins. In 2016, Kate spent 115 days in space aboard the International Space Station. She completed two space walks—for a total of almost 13 hours of spacewalk time. She has a doctorate in cancer biology from Stanford University Medical School and was the first person to sequence DNA on space. Listeners will get to hear Kate describe how she became an astronaut, how being “off planet” gave her a new perspective on the world, and what its like working in zero gravity. Read More

Senator Cortez Masto (D-Nev.) introduced the ACCESS BROADBAND Act with Senators Doug Jones (D-AL), Cory Gardner (R-Colo.), Ron Johnson (R-Wis.), Tammy Baldwin (D-Wis.) and Marsha Blackburn (R-Tenn.).  The companion legislation was introduced in the House of Representatives by Representatives Paul Tonko (D-NY) and Susan Brooks (R-Ind).  This bicameral legislation is intended to foster the development and growth of broadband resources for businesses as well as underserved urban and rural communities throughout the country.
