The FCC circulated draft rules that, if adopted, would govern the $7.17 billion Emergency Connectivity Fund Program (ECF Program).  The ECF Program would reimburse schools and libraries for the purchase of eligible equipment and services for students, school staff, and library patrons during the pandemic.

The FCC announced that 386 applicants are qualified to bid in the Rural Digital Opportunity Fund Phase I auction.  The number of qualified bidders represents a more than 75% increase in the number of bidders in 2018’s Connect America Fund Phase II auction and also includes bidding consortia that contain multiple service providers.

The FCC proposed a $163,912 fine, the maximum amount allowed by law, against Internet service provider Barrier Communications Corporation d/b/a BarrierFree for apparently: (1) reporting inaccurate information that significantly inflated its broadband subscription numbers; (2) failing to file required deployment data; (3) making false statements to FCC investigators; and (4) failing to respond to other inquiries.

At its Open Meeting today, the FCC voted to adopt procedures for Phase I of the Rural Digital Opportunity Fund auction (Auction 904), which will award up to $16 billion in support over 10 years for the deployment of fixed broadband networks to millions of unserved homes and businesses across rural America.
