As required by the section 12 of the Pallone-Thune Telephone Robocall Abuse Criminal Enforcement and Deterrence Act of 2019 (TRACED Act), FCC Chairman Ajit Pai reported to Congress that it had concluded its required proceeding on one-ring scams by issuing a Report and Order adopting new rules to protect consumers.

Chairman Pai’s theme for the July 16, 2020 Open Meeting is “Not Alone,” reflecting the agenda’s headline item which would adopt rules to make 988 the nation-wide 3 digit number to reach the National Suicide Prevention Lifeline.  But the agenda is far more diverse than the theme may suggest and contains many other items of importance to telecom providers.

Department of Agriculture (USDA) has submitted the JOINT REPORT in response to SECTION 6212 of the 2018 FARM BILL to Congress.  This report summarizes how USDA, the Federal Communications Commission (FCC), and the National Telecommunications and Information Administration (NTIA) are working together to deploy broadband to rural areas.

The FCC has initiated the first of the rulemakings required by the TRACED Act.  Specifically, it is seeking comment on rules establishing a registration process for a single consortium to conduct private-led efforts to trace back the origin of suspected unlawful robocalls.

jnuts_00_us-capitol-dome-at-sunset_yesmydccoolOn January 15, 2020, Inteserra issued a Briefing to our service subscribers that explained details of the TRACED Act that has become law. The new federal law addressing robocalling known as the TRACED Act was enacted on December 30, 2019. The Act requires the implementation of STIR/SHAKEN by no later than June 30, 2021, (unless providers have already implemented it) but also requires the FCC to extend the implementation deadline under certain circumstances, including for providers using TDM Networks.

The Federal Trade Commission has issued its biennial report to Congress focusing on the use of the National Do Not Call (DNC) Registry by both consumers and businesses and other organizations over the past two years.   The report includes: 1) a summary of current Registry operations; 2) a summary of the impact on the Registry of new telecommunication technologies; and 3) a discussion of the impact of the established business relationship exception in the Commission’s enforcement efforts.
