New Mexico Small Cell Infrastructure Bill

A new law in New Mexico will establish provisions for the deployment of small cellular network nodes in public rights of way (ROW).  The Wireless Consumer Advanced Infrastructure Investment Act (Act) addresses: the use of ROW; collocation of small wireless facilities; installation, replacement, or modification of utility poles; access to authority utility poles; and the scope of local authority.  Inteserra Briefing Service subscribers see Briefing dated 3/19/18.

Pew Research Center: One Quarter of U.S. Adults Say They’re Online “Almost Constantly”

The Pew Research Center released the results of a recent survey, conducted in January 2018, of Americans showing that approximately 77% are online at least daily.  With the increase in the prevalence of smartphones the researchers also showed an increase in American adults who go online “almost constantly” at 26%, which was up from 21% in 2015.  43% of American adults said they go online “several times a day.”  Approximately 11% of responders go online less than daily.  The researchers stated that those adults with mobile connectivity go online far more than those without.  Among mobile internet users, approximately 89% of users with some type of mobile device go online daily and 31% go online almost constantly.  Interestingly, 11% of adults said they do not use the internet at all

 

Tennessee Enacts Law Authorizing a Cooperative to Access Property to Supply BIAS

The Governor of Tennessee has signed a law that authorizes a cooperative to access certain property for purposes of supplying telecommunications and broadband internet related services.  Among other things, the law allows cooperatives that offer telecommunications and broadband internet access to construct, maintain, operate, and allow others to operate, electric, or other telecommunications or broadband internet access along, upon, under, and across all of the following: including but not limited to, the real or personal property, rights of way, etc. used by a cooperative; public thoroughfares and; publicly owned lands.  The law took effect on March 16, 2018.
