OR State Cap BldgOregon Enacts Inmate Service Provider Law

Oregon has enacted a new law that governs telephone services provided to inmates.  Among other things, the new law: specifies what fee or commission the Department of Corrections (DOC) can receive from an inmate services provider (Provider); provides for per minute rate caps; allows the Public Utility Commission (PUC) to adopt related rules; and governs Requests for Proposals (RFP) from, and contracts with, local or regional correctional facilities. A new law in Connecticut establishes a task force to “study the interests consumers have in protecting their privacy and possible methods to achieve such protection in this state while not overly burdening the businesses in this state.”  The task force was directed to examine what information businesses in this state should be required to disclose to consumers concerning consumers' personal information that is retained or sold by such businesses.  Interestingly, the examination was directed to include the California Consumer Privacy Act (CCPA) of 2018 to consider what provisions could be implemented in this state.
