California Seeks Volunteers for Home Internet Pilot Study

The PUC in California is seeking volunteers in Fresno county to take part in a pilot study analyzing the difference in broadband performance in rural areas compared with urban areas.  Initially 50 CalSPEED boxes will be distributed with 500 boxes to be ultimately distributed throughout California to volunteer participants.  Based on its successful CalSPEED broadband testing and analysis program, the CPUC’s Home Broadband Study will test and analyze the actual service quality being received by California consumers of fixed broadband services.  CalSPEED is part of the CPUC’s efforts to determine the level of data services available to consumers in California. CalSPEED is an open source network performance measurement tool created for the CPUC with the assistance of a grant from the National Telecommunications and Information Administration.

Maine Seeks Comment on Dispatch Protocol for 911 Calls

The Maine PUC is seeking comments to assist with its upcoming report to the Energy, Utilities and Technology Committee regarding police protocols.   The PUC seeks to gather information and viewpoints from interested persons concerning various issues related to the PUC’s report to the Legislature on standardized dispatch protocols for police 911 as required by law.  Comments are due by September 14, 2018.  The PUC will also hold a meeting to have a police protocol demonstration on September 11, 2018.

FCC Adopts Intermediate Provider Registration Rules

The Federal Communications Commission (FCC) adopted rules that will require intermediate providers to register with the FCC and prohibit covered providers from using an intermediate provider that is not registered to carry, route, or transmit covered voice communications.  Registration will be accomplished via an online portal to be developed by the FCC.  The rules are intended to implement the Rural Call Completion (RCC) Act.
