This year, September 9th through the 15th is National Telephone Discount Lifeline Awareness Week. A week to help raise awareness about Lifeline Across America.
It's a good time to start thinking about your 2014 FCC Form 499 revenue projections, particularly if you are an interconnected VoIP provider. Many VoIP providers have historically calculated their interstate revenues based on the FCC's VoIP "safe harbor" of 64.9%. Those revenues are subject to the Federal Universal Service Fund (FUSF) fee as well as other federally imposed fees. Combined, these fees currently amount to roughly 17% of a carrier's interstate revenues, so it makes sense to consider ways to minimize those revenues and the associated fees.

Missouri began deregulating telecommunications services in 2008. In 2011, the state of Missouri allowed telecommunications companies to elect not to file retail tariffs. Now a new law in Missouri will exempt telecommunications companies’ retail services from all telecommunications regulation.

A new law in Washington will eliminate the Lifeline and TRS fees currently collected by local exchange carriers. The law also establishes a temporary state universal communications services program to be funded by legislative appropriations and codifies a court decision finding that prepaid wireless providers are required to collect and remit 911 fees.
