The Maine PUC adopted amendments to the standards for the designation and annual certification of Eligible Telecommunications Carriers (ETCs). In a separate Order, it also adopted amendments to the eligibility criteria for the Lifeline and Link-Up programs. When the adopted rules become effective, the PUC will no longer designate Lifeline-only ETCs. Going forward, such carriers will apply to the FCC for ETC designation. The rule changes will become effective after publication by the Secretary of State.

The FCC provided guidance regarding the Lifeline recertification
process for 2013 and beyond. All active Lifeline subscribers enrolled or
recertified in a calendar year must be recertified by the next calendar year
and every calendar year thereafter. The FCC also establishes a process by which
eligible telecommunications carriers (ETCs) can elect to have the Universal
Service Administrative Company (USAC) perform the recertification process for them. ETCs electing this option must provide notice to USAC by June 21, 2013,and provide subscriber lists by July 15, 2013.

The Federal Communications Commission will allow lifeline-only eligible telecommunications carriers (ETCs) to serve a portion of the service area of a rural telephone company. The grant of forbearance applies to: (1) any ETC that has been designated by a state or the FCC and (2) pending and future requests by telecommunications carriers that seek limited designation as an ETC to participate only in the Lifeline program. The Order becomes effective 30 days after publication in the Federal Register. Publication has not yet occurred.
