Today's Regulatory Mix:  FCC Releases Final Agenda for October Meeting, FCC Numbering Utilization Report

 

FCC meeting room-1FCC Releases Final Agenda for October Meeting

The FCC has released the final agenda for its October Open Meeting.  The meeting will be held October 27, 2020.  Some of the items of note are:

  • Restoring Internet Freedom; Bridging the Digital Divide for Low-Income Consumers; Lifeline and Link Up Reform and Modernization
    • The FCC will consider an Order on Remand that would respond to the remand from the U.S. Court of Appeals for the D.C. Circuit and conclude that the Restoring Internet Freedom Order promotes public safety, facilitates broadband infrastructure deployment, and allows the FCC to continue to provide Lifeline support for broadband Internet access service. 
  • Establishing a 5G Fund for Rural America
    • The FCC will consider a Report and Order that would establish a $ 9 billion 5G Fund for Rural America to ensure that all Americans have access to the next generation of wireless connectivity. 
  • Increasing Unlicensed Wireless Opportunities in TV White Spaces
    • The FCC will consider a Report and Order that would increase opportunities for unlicensed white space devices to operate on broadcast television channels 2-35 and expand wireless broadband connectivity in rural and underserved areas. 
  • Streamlining State and Local Approval of Certain Wireless Structure Modifications
    • The FCC will consider a Report and Order that would further accelerate the deployment of 5G by providing that modifications to existing towers involving limited ground excavation or deployment would be subject to streamlined state and local review pursuant to section 6409(a) of the Spectrum Act of 2012. 
  • Modernizing Unbundling and Resale Requirements in an Era of Next-Generation Networks and Services
    • The FCC will consider a Report and Order that would modernize its unbundling and resale regulations, eliminating requirements where they stifle broadband deployment and the transition to next-generation networks, but preserving them where they are still necessary to promote robust intermodal competition.

The FCC has released a report summarizing the Numbering Resource Utilization (NRUF) in the United States as of December 31, 2018.  According to the report, as of that date:

  • Overall, 52.6% of all numbers were assigned to end users.
  • The overall utilization rate for CLECs was 47.6%.
  • The overall utilization rate for ILECs was 38.1%.
  • The overall utilization rate for wireless carriers was 76.2%.
  • The overall utilization rate for VoIP providers was 6.8%.
  • The overall utilization rate for Paging carriers was 4.6%.
  • The utilization rate of numbers assigned at the thousands-block level was 54.0%.
  • The utilization rate of numbers assigned at the NXX level was 10.2%.
  • Thousands-block pooling has made it unnecessary to distribute over 937 million telephone numbers.
  • Carriers returned 1.3 million telephone numbers to the NANPA in the second-half of 2018.
  • Since wireless porting began in 2003, there have been over 590 million numbers ported.
  • Over 246 million numbers are currently ported.
  • 97% of ports have been intramodal, meaning numbers are ported between providers of the same service type.
  • There are currently 41 million working toll-free numbers.
