Delaware SB 235
SB 235 was signed by the Governor on 8/10/16. It eliminates the mandate that the State pay wireless costs of billing, collecting, and remitting E-911 surcharges. To date, Delaware is only one of a few states still accepting invoices from wireless carriers for cost recovery. The original intent of cost recovery was to provide the 911 center a caller’s location when calling from a wireless device. The FCC’s Phase II calling (caller location) is in place and has been for a number of years. With cost recovery language still in the State statute, only two of the carriers have elected to use the funds for daily maintenance and operations.
Georgia Telephone Directories
The Georgia Public Service Commission is proposing to amend its rule and eliminate the obligation to distribute telephone directories to consumers, except on request, in all exchanges. Currently, directories must be distributed to consumers in communities of 50,000 people or fewer. Comments on the proposed amendments may be filed by 9/9/16. New Mexico State USF Rules
The New Mexico Public Regulatory Commission is seeking comment on changes to its rules for the State Rural Universal Service Fund (SRUSF). The changes would increase the SRUSF surcharge cap and change the way the broadband program is funded. The proposed rules also revise the definition of an unserved or underserved area for purposes of the broadband program. TMI Briefing Service subscribers see Briefing dated 8/22/16.
