Today: Iowa Telecom Rules, Kansas New Telecom Law, Nebraska 911 Service

 

 

Iowa Telecom Rules

The Iowa Utilities Board adopted further revisions to its Chapter 22 rules.  The amendments are intended to reflect technology-neutral standards applicable to all types of voice communications services.  Among other things, the Board revised the definition of telephone utility to make clear that the Board will not regulate the entry, rates, terms, or condition of VoIP service providers but that such services may be subject to fees subsequently established by statute.  The changes also rescind most service quality rules and associated reporting, revise the slamming rules to include electronic LOAs, and eliminate other, obsolete rules.  TMI Briefing Service subscribers see Briefing dated 2/21/17.

 

Kansas New Telecom Law

The Kansas Corporation Commission concluded its docket considering changes necessary to implement 2016 changes in the state’s telecom law. Changes include a definition for net revenues for Kansas Universal Service Fund (KUSF) purposes; a revision to the KUSF Carrier Remittance Worksheet in the form of a certification that the carrier is contributing to the KUSF in a manner consistent with its contributions to the federal USF; and a requirement to notify the Commission and the KUSF administrator when changes are made to the KUSF contribution methodology. Nebraska 911 Service

The Nebraska Public Service Commission opened a proceeding to examine the quality and performance measures that are used or should be used by carriers to test network redundancy and reliability for 911 service. The PSC asks carriers to provide information related to performance metrics they follow, any best practices used in the industry, and practical methods for testing the reliability of redundant routes.  Comments should be filed on or before March 15, 2017.   TMI Briefing Service subscribers see Briefing dated 2/27/17.
