FCC Reminder on NPAC Registration

The FCC’s Wireline Competition Bureau (WCB) reminded all entities that use the Number Portability Administration Center (NPAC) that the process to transition operation of the NPAC from Neustar to Telcordia Technologies, Inc. d/b/a iconectiv is underway and that all entities that use the NPAC must register with iconectiv.  This includes providers of telecommunications and telecommunications-related services, law enforcement agencies, and users of Wireless Do-Not-Call services.  Service Providers must complete registration with iconectiv by August 31, 2017, if planning to test their interfaces, but no later than October 31, 2017, if not planning to test.  The FCC strongly encourages service providers to register as soon as possible to allow for participation in industry testing.  Law enforcement agencies and users of Wireless Do-Not-Call services must complete registration with iconectiv by November 30, 2017, if planning to test their interfaces, but no later than December 31, 2017, if they do not plan to test.

Contact Us for assistance with the VoIP Numbering ProcessCutovers to the new iconectiv NPAC are currently scheduled to begin in March 2018 for some services, and to be completed for all services during May 2018. End users that access the NPAC through a Service Bureau should contact their Service Bureaus to ensure that their providers are registered and ready for the transition.

Connecticut ROW Issues

The PURA seeks comment from parties in Docket No. 17-06-25 on issues involving the placement of facilities on a utility pole on a private road.  Tokeneke Association, Inc. filed correspondence with PURA indicating that it owns the private ROW in question.  It said that it did not receive notice of Verizon’s application and does not consent to the installation.  Further, Tokeneke says that the facility is not regulated by PURA because it is not located within a public-right-of-way and because Verizon is neither a public service company nor a certified telecommunications provider.  Parties may file comments regarding the legal authority for Verizon Wireless to place wireless facilities on a public utility owned distribution pole located on a private road.  Comments are due by September 15, 2017.
