At its May 25, 2016, Open Meeting, the FCC adopted a Report and Order establishing some of the rules that will govern the reverse auction for Connect America Fund (CAF) money to bring broadband service to census blocks unserved by broadband delivering speeds of 10 Mbps downloads/1 Mbps uploads in 20 states where the price cap carriers declined last year’s CAF Phase II offer.  See TMI’s Blog “FCC's Connect America Funding Rules: Expanding Rural Broadband” dated 5/26/16.

California

The PUC will hold a Call Completion and Access Workshop and Public Hearing regarding the transition of telecommunications services from Verizon California to Frontier Communications.  The meeting will be held at Long Beach City Hall on June 1, 2016.  Issues to be discussed include Verizon data and network issues that Frontier has identified as a major cause of loss of dial tone service, identification of those data and network issues in the CPUC Verizon/Frontier proceeding and data transfer per the CPUC's Order, and Frontier service issues since the transition.

Connecticut

The Public Utilities Regulatory Authority announced that it will hold a technical meeting on June 2, 2016, to discuss the audit of Frontier’s network modernization plan.  In 2015 Frontier filed its proposed network modernization strategy plan pursuant to the PURA order approving the Frontier Communications Corporation and The Southern New England Telephone Company change of control.  The PURA established this proceeding to conduct its investigation of Frontier’s plan and for the purpose of understanding the company’s approach to network modernization and technology deployment and to consider the effect of deployment on the future development of the state’s telecommunications market.
