The FCC announced  that bidding in the clock phase of the 24 GHz band auction (Auction 102) concluded on April 17, 2019, following round  91.  Gross proceeds in the clock phase reached just over $1.988 billion, and bidders won 2,904 of 2,909, or more than 99.8% of, available licenses.  Winning bidders will now have the opportunity to bid for frequency-specific licenses in the assignment phase of Auction 102. 

In a related public notice, the FCC announced further details regarding the assignment phase, including the date and time when bidding in the assignment phase will commence.  Bidders that won at least one generic block of spectrum in one Partial Economic Area (PEA) in the clock phase of the auction are eligible—but not required—to participate in the assignment phase, which allows bidders to place bids for specific frequency blocks.  Bidders eligible to participate in the assignment phase will be able to log in to the assignment phase bidding system between 10:00 a.m. Eastern Time (ET) on Friday, April 26, 2019 and 12 noon ET on Monday, April 29, 2019, to download their assignment phase bidding options (which correspond to their clock phase winnings), view the sequence and timing for the assignment rounds for all PEAs, and identify the assignment rounds in which they will be eligible to participate.  A mock auction will be held starting April 30, 2019.  The first round of the assignment phase bidding will begin on Friday, May 3, 2019.

The FCC announced a deadline for government entities and non-profit health and safety organizations to file a petition to set aside their toll free numbers when it conductions its planned auction of 833 toll free numbers.   In September 2018, the FCC adopted rules to allow the use of competitive bidding to assign toll free numbers and announced the 833 Auction.  The FCC also mandated that certain toll free numbers that promote health and safety be removed from the auction and set aside for use by government and non-profit entities, without cost.  Petitions to set aside numbers must be filed by May 16, 2019.  The FCC’s Wireline Competition Bureau will then release a Public Notice seeking comment on petitions filed and establishing a comment period. After review of petitions filed and any comments received in response, the Bureau will grant those petitions that it determines comply with the standard established by the FCC.  If a request is granted, Somos, Inc., the Toll Free Numbering Administrator, will be directed to set that number aside from the forthcoming auction of over 17,000 toll free numbers in the 833 code (833 Auction) and assign it, without cost, to the petitioner.
