FCC October Meeting Agenda 

The FCC announced the final agenda for its October 25, 2019, Open Meeting.  The following items will be considered:  

• Connect America Fund: An Order on Reconsideration that would ensure that carriers receiving high-cost universal service support to deploy rural broadband are accountable to consumers, taxpayers, and the Commission, while providing flexibility for smaller carriers, by making targeted modifications to the testing procedures that carriers must use to show that their networks perform at the Commission’s speed and latency standards.  
• 911 Fee Parity – A Declaratory Ruling that would clarify section 6(f)(1) of the New and Emerging Technologies 911 Improvement Act of 2008 and ensure regulatory parity in 911 fees between VoIP services and traditional telecommunications services. 
• Reform of Certain Part 61 Tariff Rules –A Report and Order that would amend the FCC’s tariffing rules to better align them with the reality of easy electronic access to tariff filings.  

• Improving Public Safety Communications In the 800 MHz Band:  An Order and Sixth Further Notice of Proposed Rulemaking that would streamline rules and procedures to expedite the successful completion of the 800 MHz band reconfiguration initiative, lower program costs and administrative burdens, and continue to alleviate interference to public safety licensees.  

The FCC will also consider two media items involving common antenna siting for FM and TV broadcaster applications and a finding of effective competition for cable services in Charter franchise areas in Massachusetts and Hawaii.

New Rosenworcel Podcast with WRCC Ambassador Grace Koh 

FCC Commissioner Jessica Rosenworcel  announced the release of the latest episode of her podcast, Broadband Conversations, featuring Ambassador Grace Koh, the woman leading the United States’ delegation to the World Radio Communications Conference to be held in Egypt next week.  Ambassador Koh is a spectrum policy expert who most recently served as Special Assistant to the President for Technology, Telecom and Cyber-Security Policy at the National Economic Council.  A long history of public service, she also previously served as Deputy Chief Counsel to the Subcommittee on Communications and Technology of the Energy and Commerce Committee in the U.S. House of Representatives. 

Rosenworcel said: “In seven days, 193 countries will convene in Sharm el-Sheikh, Egypt to discuss and debate global spectrum policy. The decisions that are made at this single event will have big implications for the future of 5G, for broadband deployment, and for global spectrum sharing. So, it was an honor to hear from Ambassador Koh about what’s a stake and what she hopes to take away from this year’s conference.”
