The_Mix_logo3.pngThe Regulatory Mix, TMI’s daily blog of telecom related regulatory activities, is a snapshot of PUC, FCC, legislative, and occasionally court issues that our regulatory monitoring team uncovers each day. Depending on their significance, some items may be the subject of a TMI Briefing. FCC

         Business Data Services

The FCC’s Wireline Competition Bureau  denied a petition seeking an extension of time to submit comments and reply comments in response to the Further Notice of Proposed Rulemaking in its Business Data Service proceeding. See TMI Blog posted 4/28/16 "FCC Acts on Business Data (fka Special Access) Services."   TMI Briefing Service subscribers see Briefing dated 5/13/16.  Thus, comments will remain due by June 28, 2016, and reply comments by July 26, 2016.  The FCC agreed with the oppositions that a timely resolution of this proceeding will be beneficial for the industry and consumers, and an extension of the comment deadline is not in the public interest.

          LNPA Transition

The FCC’s Wireline Competition Bureau announced two upcoming Local Number Portability Administrator (LNPA) Transition outreach and education events to be held by PriceWaterhouseCoopers, LLP, the Transition Oversight Manager (TOM).  All stakeholders with an interest in the transition are encouraged to participate.  As previously announced, on June 13 and 14, 2016, the TOM will be at the Marriott Indianapolis Downtown hotel adjacent to the National Emergency Number Association Conference.  This in-person event will give stakeholders the opportunity to share perspectives and ask questions about the LNPA Transition in an informal manner.  No registration or appointment is required.  Interested persons may contact the TOM with any questions or preference for a particular time to meet at this address.

In addition, TOM will host the sixth LNPA Transition Outreach and Education Plan (TOEP) webcast on June 21, 2016.  The webcasts are designed to provide transparent communications regarding the LNPA Transition; serve as an open forum to gather and understand needs and concerns; and, incorporate feedback to improve future communications.  Interested parties can register here

SADC (aka Business Data Services Data Collection)

The FCC released another list of additional parties that have signed an acknowledgement of confidentiality (AOC) and that seek to review the data gathered through the FCC’s special access data collection (SADC).  The list includes persons that signed an AOC since the FCC’s last Public Notice.  Companies that submitted confidential or highly confidential information in response to the SADC have until June 17, 2016, to object to the disclosure of their data and information to any of the parties on the list.

Vermont

The Public Service Department through its Division for Telecommunications and Connectivity announced its second round of grant funding under the Connectivity Initiative to deploy broadband to under-served communities throughout Vermont.  Applications for funding from the Connectivity Initiative are open to Internet service providers.  It is anticipated that approximately $556,000 will be available in this first 2016 grant round.
