FCC

The FCC announced that its new open Internet/Net Neutrality rules will become effective June 12, 2015, except for the enhancements to the transparency rule. Those enhancements constitute modified information collection requirements and require approval of the Office of Management and Budget. The FCC said it would publish a separate document announcing the effective date of those requirements.

North Dakota

The Governor has signed HB 1395 which calls for a study of the “benefit that a statewide emergency information program would have on the current 911 and emergency services communication systems.” The bill defines an emergency information program as a “supplemental 911 and emergency management database that would be used in emergency scenarios and allow for the collection of a variety of formatted data relevant to 911, emergency management, and other public safety agencies. The study must include a review of any gap in the efficiency and services provided by the current 911 and emergency services communication systems employed in North Dakota and the technological advances and the needs of the state’s residents.
