The Reg Mix

The Regulatory Mix, TMI’s daily blog of regulatory activities, is a snapshot of PUC, FCC, legislative, and occasionally court, issues that our regulatory monitoring team uncovers each day. Depending on their significance, some items may be the subject of a TMI Regulatory Bulletin.

The North American Numbering Plan Administration announced that the Canadian Radiotelevision and Telecommunications Commission (CRTC) approved numbering relief for Ontario area codes 226/519 through a distributed overlay of a new area code 548 starting June 4, 2015. The area served by NPA Codes 226/519 and the new 548 NPA Code comprises Exchange Areas in southwestern Ontario. All international and domestic Telecommunications Service Providers should activate the new 548 NPA throughout their networks by the start date for network testing (March 4, 2015). Central Office (NXX) Codes within NPA 548 may be assigned to telecommunications providers starting December 4, 2014, but cannot be activated in the PSTN prior to June 4, 2015. Test numbers will be available after March 4, 2015. The rule changes will become effective 30 days after publication in the Federal Register, except for the rule changes that require approval by the Office of Management and Budget (OMB) under the Paperwork Reduction Act. The FCC said it would publish a document in the Federal Register announcing when OMB approval is obtained and the relevant effective date.

FCC

The FCC announced the tentative Agenda for its May 15, 2014, Open Meeting. The following items are on the tentative agenda:

Protecting and Promoting the Open Internet: A Notice of Proposed Rulemaking addressing the D.C. Circuit Court of Appeals’ remand of portions of the Commission’s 2010 Open Internet Order and proposing enforceable rules to protect and promote the open Internet.

Incentive Auction: A Report and Order that adopts key policies and rules for the broadcast television spectrum incentive auction, laying the groundwork for an unprecedented, market-driven process for repurposing spectrum for mobile broadband use, and promoting competition and innovation.

Mobile Spectrum Holdings: A Report and Order that modifies the Commission’s policies and adopts rules regarding the aggregation of spectrum for mobile wireless services through initial licensing and secondary market transactions to preserve and promote competition.

Wireless Microphones: A Report and Order that provides a limited expansion to the class of wireless microphone users eligible for a license.
