The FCC announced that Chairman Pai has proposed adoption of new rules banning malicious caller ID spoofing of text messages and international calls.  The Commission will vote on these new rules at its August 1, 2019 meeting.

A new law in Texas will make Caller ID spoofing a Class A misdemeanor but contains exceptions for providers that are merely transmitting telephone or VoIP calls.  Providers will also not be liable for spoofing that occurs due to the configuration of a service feature at the request of a customer, as a result of the conduct necessary to provide or configure service, or from acting in accordance with other law.  The new law becomes effective September 1, 2019.  Inteserra Briefing Service subscribers see Briefing dated 7/2/19.

Senator Dianne Feinstein (D-CA) announced she introduced the Restoring Local Control Over Public Infrastructure Act that would rescind 218 FCC orders adopting one-touch make-ready (OTMR) pole attachment and small cell rules.  The purpose of the bill is to restore state and local government control over how wireless carriers deploy 5G equipment on phone and utility poles.  Read More

Checking In @ The FCC - The July Open Meeting

Pai SpeaksGiant leaps at the FCC?

Chairman Pai’s theme for the July 10, 2019 meeting is “A Giant Leap For 5G.”  The focus will be on taking important steps towards advancing 5G coverage and capacity.  The FCC plans to accomplish this by opening up the 2.5 GHz band for 5G as well as conducting a high-band spectrum auction.  The meeting will also concentrate attention on closing the digital divide by considering a Notice of Proposed Rulemaking and Declaratory Ruling covering what the FCC calls “multiple tenant environments,” or MTEs.

The FTC announced the final agenda for the fourth annual PrivacyCon, which will take place on June 27, 2019 and focus on the latest research and trends related to consumer privacy and data security.  FTC Chairman Joe Simons will provide opening remarks for PrivacyCon 2019, which will be followed by four sessions of presentations and discussions on research submitted for the event.

The Governor of Arkansas released a the Arkansas State Broadband Plan, which sets a goal to deploy high-speed broadband to all Arkansas communities with more than 500 residents by 2022. The high-speed broadband would have a rate of 25 megabits per second for download and 3 megabits per second for upload.

The first bill allows for electric cooperatives to provide broadband and the second bill allows for telephone cooperatives to do the same.  Both bills allow for financing and certain partnerships for the provision of broadband services.  Both laws became effective upon approval by the Governor, which was April 26, 2019.
