Universal Service Under AT&T's IP Transition Trial Proposal

As discussed in our previous blogs AT&T Proposes TDM-to-IP Transition Trial posted 3/4/14, and Wholesale Customers and AT&T’s Proposed TDM-to-IP Transition Trial posted 3/5/14, AT&T has filed a proposal for a TDM to all-IP wire center trial in its Carbon Hill, AL and Kings Point, FL wire centers. Among other things, the proposal discusses in detail how AT&T will maintain the universal service status quo during the trial period. As such, it raises interesting questions about what eligible telecommunications carrier (ETC) obligations may look like in an IP-world.

More Stiff Fines Proposed for Lifeline Rules Violations

In its press release dated 12/11/13, the FCC announced that it has proposed nearly $44 million in fines against three companies that appear to have violated FCC rules protecting its Lifeline program against waste, fraud and abuse. Including the eight Lifeline enforcement actions brought by the FCC in the past 90 days, these most recent three fines bring the total amount proposed to $90 million over that period.

The FCC Seeks Comment on Lifeline Rules

The FCC is asking if it should waive the address requirement in its Lifeline rules for the benefit of qualifying, low-income consumers participating in state-administered Address Confidentiality Programs (ACPs). ACPs allow victims of domestic violence or sexual abuse to keep their residential address confidential from public records. They provide victims with alternate, shared mailing addresses for use on public documents and often include a P.O. Box along with an individualized code tied to each participating consumer.

FCC Serious About Lifeline Rules

The FCC is getting serious about enforcing the one-per-household rule.  It recently proposed nearly $33 million in penalties against just three wireless Lifeline eligible telecommunications service (ETC) carriers.  These newest penalties come only a month after the over $14.4 million in proposed penalties against five ETCs that we reported on in October.  See October 2, 2013 Regulatory Mix
