AT&T Offers Additional Insight Into IP Transition Trials

In a meeting with FCC Staff, AT&T provided additional details about its proposed IP transition trials in Alabama and Florida. The information relates to AT&T’s: (1) ongoing outreach efforts to consumers in the Carbon Hill, AL and West Delray Beach, FL (also referred to as Kings Point) wire centers; and (2) continuing efforts to develop data collection and reports for various aspects of those trials. Significantly, AT&T’s Ex Parte Statement  also addressed concerns raised by various parties regarding its plans for discontinuing TDM service to customers in the trial wire centers by stating that it “does not currently anticipate seeking approval to grandfather any TDM service earlier than the second half of 2015.” AT&T also assured the FCC that it “fully understands and acknowledges that compliance with the Section 214 process is a necessary prerequisite to discontinuing services in the trial wire centers, as well as in the general TDM-to-IP transition.”

Universal Service Under AT&T's IP Transition Trial Proposal

As discussed in our previous blogs AT&T Proposes TDM-to-IP Transition Trial posted 3/4/14, and Wholesale Customers and AT&T’s Proposed TDM-to-IP Transition Trial posted 3/5/14, AT&T has filed a proposal for a TDM to all-IP wire center trial in its Carbon Hill, AL and Kings Point, FL wire centers. Among other things, the proposal discusses in detail how AT&T will maintain the universal service status quo during the trial period. As such, it raises interesting questions about what eligible telecommunications carrier (ETC) obligations may look like in an IP-world.

Wholesale Customers and AT&T’s Proposed TDM-to-IP Transition Trial

As discussed in our blog dated 3/4/14 “AT&T Proposes TDM-to-IP Transition Trial,” AT&T has filed a proposal for a TDM to all-IP wire center trial in its Carbon Hill, AL, and Kings Point, FL, wire centers. Among other things, the proposal discusses in detail how wholesale customers will be affected by the trial. This includes the wholesale services and interconnection options that will be available and how the status quo ante on intercarrier compensation will be maintained.
