New York Acts on Wireless Pole Attachment Petition

The New York Public Service Commission (PSC) has partially granted a petition by CTIA – The Wireless Association (CTIA) which requested that the PSC determine if its existing pole attachment rules apply to wireless communications providers. The PSC also directed that the second phase of the proceeding be continued to consider: establishing permanent attachment rates; further improvements to streamline the make-ready process; revising attachment terms for large-scale projects; investigating the feasibility and implementation of a "one touch make-ready" process; and adopting any other revisions to pole attachment rates and terms, as necessary.  Inteserra Briefing Service Subscribers see Briefing dated 3/20/19.

Wyoming Enacts Right-of-Way Law

The Wyoming legislature has passed a bill extending the authorization to install equipment and facilities within the right-of-way of a public road (or waterway) to communications companies.  The law also sets out what a “communications company,” “internet protocol enabled service,” and a “voice over internet protocol service” are.  The law takes effect July 1, 2019

 

The FTC Releases its 2018 Annual Highlights Report

The FTC has released a report highlighting its achievements and initiatives from 2018 and going forward.  Some of the highlights include the FTC’s actions to combat robocalls.  The FTC cited its  continued fight against robocalls and related technology-enabled telemarketing violations.  The FTC also held a joint policy forum aimed at furthering the fight against illegal robocalls and caller ID spoofing.
