NANPA Invoices
Welch LP, the billing agent for the North American Numbering Plan Administrator has notified contributors of a change in invoice date. In prior years NANP invoices were sent out in June. Effective in 2016, NANP invoices will be either mailed or emailed in mid-September. The invoice will cover the billing period of October 1, 2016 to September 30, 2017. The Notice also clarifies that the 2016 contribution factor that will be used in the calculation of the September 2016 invoice has not been finalized but is expected to be issued in July or August 2016.
Earth Station Licenses
The Satellite Division of the FCC’s International Bureau announced the following expected processing times for straightforward, uncontested earth station applications, barring any complication:
Connecticut
The Governor has signed a bill that amends the general statutes. The Division of State-Wide Emergency Telecommunications (DSET) will be responsible for implementing a Next Gen. 9-1-1 system as part of the statewide enhanced E 9-1-1 program. DSET must coordinate and assist in statewide planning for the new system, which must (1) have E 9-1-1 service capabilities and (2) allow users to reach public safety answering points (PSAPs) by transmitting text messages, images, or videos. Effective October 1, 2016, a telephone company or VoIP service provider must forward to any PSAP or other answering point equipped for the E 9-1-1 service or the Next Gen. 9-1-1 telecommunication system, the telephone number and street address of any telephone or device used to place a 9-1-1 call and may forward the latitude and longitude of any telephone or device used to place a 9-1-1 call.
