FCC Form 499
The FCC is seeking comment on proposed revisions to the (1) annual Telecommunications Reporting Worksheet, FCC Form 499-A (FCC Form 499-A) and accompanying instructions to be used in 2017 to report 2016 revenues, and (2) quarterly Telecommunications Reporting Worksheet, FCC Form 499-Q (FCC Form 499-Q) and accompanying instructions to be used in 2017 to report projected collected revenues on a quarterly basis. Comments are due December 9, 2016. Changes include reminders to consolidated filers, an updated USAC address, language updates to reflect recent FCC orders, and an update to the circularity factor.
NOWG Report On NANPA Performance
The FCC released a report prepared by the Numbering Oversight Working Group (NOWG) concerning the annual performance of the North American Numbering Plan Administrator (NANPA). NANPA’s annual performance assessment is based upon a compilation of performance feedback surveys, monthly standing agenda conference calls, the annual operational review, and observations/interactions between the NANPA and the NOWG. Based on that assessment, the NANPA’s rating for 2015 was determined to be Met. The Met rating was given for consistency in meeting all requirements which included the areas of Code Administration, NPA Relief Planning, NRUF, and Other NANP Resources. Among the highlighted projects were the reclamation of 555 line numbers not in service, recovery or transfer of abandoned codes and resolution of discrepancies in code records, and implementation of administration system enhancements.
NOWG Report On PA Performance
Separately, the FCC released a report prepared by the Numbering Oversight Working Group (NOWG) containing its annual performance assessment for the Pooling Administrator (PA). The assessment is based upon a compilation of performance feedback surveys for the PA and the Routing Number Administrator (RNA), monthly standing agenda conference calls, the annual operational review, and observations/interactions between the PA and the NOWG. The PA’s rating for the 2015 performance year was determined by consensus of the NOWG to be Met. The Met rating was given to the PA for consistency in meeting and often exceeding all requirements related to Pooling Administration and p-ANI Administration. Among the highlighted projects were the successful completion of an total overhaul of the PAS system, processing a record total of 145,828 Pooling and 35,518 p-ANI Part 3s, with 100% of Part 3 responses were sent on time; and exceeding the required metric of 99.9% availability in 2015.
