The PUC revised the certification processes for wireline carriers and the registration process for wireless carriers. The PUC will address whether to extend the registration requirements to VoIP providers in Phase II of the proceeding.
This proceeding was initiated to revise the processes for telephone corporations seeking or holding Certificates of Public Convenience and Necessity (CPCN) and wireless carriers seeking or holding a Wireless Identification Registration (WIR), including whether or not a performance bond should be required. Several draft orders were proposed with changes similar to those previously adopted in 2010 for non-dominant interexchange carriers.
